Whitehall Master Plan

Project Description:

The Whitehall Master Plan consists of 2,047 open acres along the historic Chesapeake & Delaware Canal in New Castle County, Delaware. As an example of Angelo Alberto’s trademarked Town and Country approach to planning and a precursor to the now commonplace Transfer of Development Rights approach, the 25 year, 4,000 unit Master Plan proposes a bold alternative to the site’s current suburban sprawl zoning. Three mixed-use villages and over 1,100 acres of permanently preserved open space are proposed. All wooded areas will be preserved and a nature trail system and active agriculture will surround each village.
